Bill History

This bill has been continuously filed in the South Carolina House of Representatives since 1998, and has been filed in the South Carolina Senate first in 1998, and then, 2005, 2006, and 2007. For the first time, it passed the House of Representatives on April 13, 2005 by a vote of 95-18 (95 'Yes' - 66 R's + 29 D's versus 18 'No' - 1 R + 17 D's), albeit with a fatal flaw rape 'exception' amendment which had been proposed by a Representative who is now no longer a member of the SC House. The bill had 52 co-sponsors (47 R's, 5 D's) before this vote on Second Reading.

[Interesting historical footnote: Union forces occupying Fort Sumter in Charleston (SC) harbor surrendered on April 13, 1861 after a day and a half of bombardment by Confederate artillery.]

Then after two Senate Judiciary Subcommittee hearings (with no vote) in May 2005, the bill was stalled there in Chairman Senator Jim Ritchie's (R-Spartanburg) subcommittee the short remainder of the 2005 Legislative Session, and then the entire January thru June 2006 session, killing the bill:

S.C. Gov. Supports Pre-Abortion-Ultrasound Bill

www.covenantnews.com/blog/archives/028618.html

The S.C. Ultrasound bill (H.3355) Regulates Child-Murder-by-Abortion. It may reduce abortions, but it will also prolong the practice of "legalized" ABORTION. In the 34-year battle to end abortion, it is yet another strategic and moral error, adopting the incrementalist approach to reducing the number of abortions, while distracting the pro-life community efforts and resources from the proper focus on ending abortion. As Oswald Chambers' devotional "My Utmost For His Highest" says, in so many words: "Good" is the enemy of God's "best."

God's requirement in the case of Murder is JUSTICE, not Regulation !
(Romans 13:1-4; Michah 6:8)

Why isn't Governor Sanford supporting the now nine-year-old Right to Life Act of SC (H.3284/S.313) to establish justice by recognizing the unborn as legal 'persons,' thereby ending legalized abortion ?

The Right to Life Act of SC fulfills the Biblical Mandate to "Establish Justice" for the Unborn - the S.C. Ultrasound bill "Regulates Murder."

S.C. Gov. Supports Pre-Abortion-Ultrasound Bill
(Read editor's note)

March 20, 2007

CovenantNews.com
www.covenantnews.com/blog/archives/028618.html

Tim Smith / The Greenville News:
Gov. Mark Sanford on Monday backed a House bill (H. 3355) requiring women to view an ultrasound image of the fetus before [the state helps them murder their babies by abortion]. His spokesman said the governor opposes an amendment granting an exception for victims of rape or incest. The House is scheduled to resume debate on the legislation, which could be the first of its kind in the nation, this week. "I believe life is sacred, and in the debate over when life begins, I believe that as a society we should always err on the side of life," Sanford's statement said.

http://greenvilleonline.com/apps/pbcs.dll/article?AID=/20070320/NEWS01/703200361

Editor's note:
In reference to South Carolina's pre-abortion-ultrasound legislation, Gov. Mark Sanford's statements, "I believe life is sacred" and "as a society we should always err on the side of life," are clearly false imaginations meant to entertain a particular voting block - a voting block that is ignorant of what exactly the legislation says or what it means.

In the bill's first statement to "The Committee On Judiciary" it tells what it relates to:
"relating to prerequisites for the performance of an abortion."

How does legislation that spells out "the performance of an abortion" even remotely sound like the Governor believes "life is sacred?"

Is this what the "sacredness of human life" represents to "pro-lifers" in South Carolina, that in the "performance of an abortion, life is sacred?" It sounds like devil-worshipers wrote this legislation to sacrifice babies to their "sacred" gods.

Also, Gov. Sanford's statement that, "we should always err on the side of life," is erroneous. Oh, the governor and lawmakers erred all right, but they erred on the side of death. This is what a baby looks like after he's had his pre-abortion-ultrasound. Does the end result of this law look "pro-life" to you?

What Gov. Mark Sanford and the state lawmakers have done is relinquish their God ordained duty to use the sword of the State as a "minister of God, a revenger to execute wrath upon him that doeth evil." Specifically, it is their duty to arrest, prosecute and punish people who murder babies in the State of South Carolina. But what these office holders have done is become evangelical targets - a specific people to be called to repentance for defiling civil government by shedding innocent blood.

Are these office holders aware of the fact that if this bill becomes law it will make them directly accountable for the murder of every child killed under these regulations? The blood of babies like this will be on their hands.

Christians in South Carolina should know that murderers "shall not inherit the kingdom of God."(Galatians 5:21). And that "murderers... shall have their part in the lake which burneth with fire and brimstone: which is the second death." (Rev.21:8)

As long as Christians elect men to civil office who relinquish their God ordained duty by approving of murder, then Christians in America will be ruled and judged by the damned - as is the case in South Carolina.

It is God alone Who can bring peace and security to a land (Lev. 26:5,6)...

Foreign invasion and War are divine consequences upon a nation, any nation, for the shedding of innocent blood (e.g., 2 Kings 24:1-4)...

As has been said, it's now Christ, or Chaos (and then Tyranny)...

Repent, Church ! Repent, America !

FIFTH ANNUAL "REPENTANCE FOR BLOODGUILT" SERVICE IN COLUMBIA, SC:
(since January 2003)

REPENTANCE FOR BLOODGUILT
OUTDOOR WORSHIP SERVICE

Sunday, January 21, 2007
South Steps, SC State House
Columbia, South Carolina

PURPOSE and VISION

The Repentance for Bloodguilt outdoor worship service is a gathering of Christians assembled to join in prayer, praise, worship and the declaring of God's Word as we:

1) Repent and ask the Lord's forgiveness for our corporate bloodguiltiness.
Bloodguilt is upon us, our city, our state, and all its inhabitants, especially the Church (2 Chron. 7:14), which has failed to love her unborn neighbors as herself, for the over 317,000 unborn children who have been murdered by surgical abortion on South Carolina soil since the wicked and unconstitutional Roe v. Wade supreme Court decision of 1973 (thru 2005), and most likely several times more than that number aborted chemically. Their shed innocent blood pollutes the very ground of our city and state (Nu. 35:33), and cries out to God for divine vengeance and recompensation (Gen. 4:10).

2) Beseech the Lord, to end completely the sin of shedding innocent blood in Columbia and in SC, not by our might and power, but by His Spirit, as HE is already doing closing four abortion centers in the Columbia area, and by closing six other abortion centers in our state (Ps. 24:7-10; Matt.16:18; Ps.110:1).

GOD BLESS AMERICA ?
Johnny Gardner, Voice of the Unborn, Bible in hand, preached one of two messages given during the Repentance for Bloodguilt service. Only nine people total in a State of over 4,000,000 were present at this outdoor worship service, two of whom were from the local ABC TV news affiliate. The second message at this service was preached by Steve Lefemine, Columbia Christians for Life.

__________________________________________

There is a great lack of understanding, because there is a great lack of pulpit preaching, about the Biblical doctrine of corporate bloodguilt, and yet the Scriptural Truth that God judges nations that shed innocent blood is already manifesting itself in America (e.g., Columbine H.S., 9-11, foreign invasion of 10-20 Million illegal aliens across America's southern border), and may one day bring the calamitous devastation which came upon the nation of Judah, beginning in 586 BC, as recorded in 2 Kings 24:1-4: "And the LORD... sent them [pagan nations] against Judah to destroy it, according to the word of the LORD, which He spake by His servants the prophets [God is still speaking by His servants today]. Surely at the commandment of the LORD came this upon Judah,... for the sins of Manasseh [earlier king who practiced witcraft and child-sacrifice], according to all that he did; And also for the innocent blood that he shed: for he filled Jerusalem with innocent blood; which the LORD would not pardon."

[ So when are Congress and the President going to use the power they have had for the last 34+ years to END Abortion in America in One Week by limiting the appellate jurisdiction of the US supreme Court ? See HR 300 at http://thomas.loc.gov/. Why didn't the Republican-majority US House, the Republican-majority US Senate, and the Republican US President pass HR 776 (http://thomas.loc.gov/) in the 109th Congress (2005-2006) ? Because our Congress and President are wicked and cowardly. And because God gives us the leaders we deserve (Isaiah 3:12). We have politicians instead of Christian statesmen in office, and we have wicked laws instead of God's moral law, because the Church of Jesus Christ in America is lacking in faith, knowledge, obedience, courage, discipleship, discernment and obedience ! Take for example, the "common wisdom" among foolish, worldly, undiscipled evangelical Christians, of "voting for the lesser of two evils" - this is but worldly, carnal and demonic - the Scripture clearly shows that God has called us to "holiness" (e.g., 1 Peter 1:16), not any so-called "lesser" form of evil ! God has not called us to "evil," period ! He has called us to holiness ! And so over 1 Million prebirth children are slaughtered every year ! When the Church of Jesus Christ in America learns how to fight with the spiritual weapons that He has given us, then HE, God, will give us the victory ! It's HIS battle ! ]

So when is the US Congress going to pass HR 300 and END child-murder-by-abortion ? When are the State Legislatures going to pass the state-level bills that recognize legal "personhood" for the "fetus" at fertilization ( thus satisfying the formula in Roe v. Wade for collapsing the pro-abortion argument, as documented right in the text of Roe itself ! ) and ban abortion ?

SPECIFIC PRAISE and PRAYER REQUESTS

1) Praise God for closing 10 major abortion centers in our state, leaving three major abortion mills in SC.

2) Praise God for reducing by 52% the number of abortions committed annually in SC since the peak in '88; while asking him to reverse the increase of abortions in SC (150) from 2004 to 2005.

3) Repent before God for our corporate bloodguiltiness.

4) Ask God to completely end child-killing.

5) Ask God to manifest His sovereignty and to express His mercy, by enabling the sanctity of human life, from the moment of fertilization to be recognized in law.

REPENT AMERICA - JESUS is the Standard
In the background is the pinkish orange Pro-sodomite Episcopal "Church" building where SC's Republican Governor Mark Sanford had his Inaugural Prayer Service on January 10, 2007, just 11 days before this Repentance for Bloodguilt outdoor worship service. South Carolina's abominable sins crying out for Repentance do not end with child-murder-by-abortion, but include sodomy, blasphemy (e.g., ecumenism), and idolatry (e.g., mammon worship) as well. The spirit of Jezebel has also strongly manifested in SC, as in the rest of America, in our rebellion against God's created order, vis-a-vis the God-given roles of men and women, as revealed in the Scriptures.

If child-murder-by-abortion were to end today in America, there would stillremain the need to REPENT for all the innocent blood which has been already shed (over 47 Million murdered by surgical abortion alone, not counting the likely multiple times that number chemically aborted by dual action contraceptive/abortifacient "birth control" pills, Depo-Provera, etc., ad nauseam).

Bloodshed following bloodshed (e.g., gang, domestic, and school violence), foreign invasion (e.g., 10 to 20 million illegal Mexican and other aliens through our intentionally undefended southern border), and our nation being turned over to tyranny, are all scripturally predictable consequences of our ongoing murder of innocent children in the wombs of their mothers.

The shedding of innocent blood is the root cause of the loss of national security, the terrorist attacks, the invasion by illegal aliens, and the loss of our civil liberties (e.g., the so-called "Patriot Act"). That is why the answer must start with REPENTANCE to God, because we have sinned against HIM, and HE now has become our enemy, turning us over to our human oppressors and enemies here on earth. That's how He works.

See Hosea 4:2; Jeremiah 19:3-15; 2 Kings 24:1-4; and Psalm 106:37-42

But we have blind leaders being followed by a blind people in America, and it is neither a Church nor Civil Government priority to bring child-murder to an end... when it could be ended in a week, because Congress has the power to limit the appellate jurisdiction of the US supreme Court ! Just listen to the 2007 Legislative Priorities of both State and Federal leaders, both legislative and executive, and you will see there is a normally a total absence of even any mention of the murder of 3,000 plus pre-birth human beings PER DAY in America.

For example, Republican SC Governor Mark Sanford's Inaugural Speech on January 13, 2007 - not one word about 125+ children/week killed in SC:

Two Witnesses for 'Life' at SC Inauguration Ceremony
www.christianlifeandliberty.net/RTLAofSC-07-15.doc

Text of Gov. Mark Sanford's inaugural speech
www.thestate.com/mld/thestate/living/16427572.htm

The level of blindness is astounding. And it's the same in the Church - which is actually more responsible and culpable than civil government. The Church is both the problem and the answer to ending child-murder in America. Repent, Church ! Repent, America ! As the Church goes, so goes the nation ! We are called to be Salt and Light. We are to be the pillars of Truth for a nation. We have failed America miserably, and We (are and) will be judged (by persecution) for our miserable failure !

In the background to the right barely visible is The African American History Monument,
"The first of its kind on any of the nation's state house grounds,..." [dedicated March 29, 2001] www.discoversouthcarolina.com/products/3783.aspx

"This monument traces African-American history from the Middle Passage, to the fight for freedom in the Civil War, the struggle for civil rights and emergence into mainstream America. Among the 12 scenes are images that depict a family on the auction block, slaves working in a rice field, men and women celebrating the Emancipation Proclamation, the Jim Crow era, the Northern migration, and images of African Americans today pioneering in such fields as engineering, law education, sports, politics and space exploration."

[ CCL Note: As excellent as the 12 scenes are in depicting the historical progression of the condition of Blacks in America over the centuries, it is unfortunate that the occultic imagery of an obelisk (used in pagan worship of the sun, such as in ancient Egypt at Heliopolis), has also been incorporated as the tallest part of this monument. ]

Slavery in America ended in 1865 with the passage of the 13th Amendment. This monument on the grounds of the SC State House was not dedicated until over 136 years later. Likewise, in the case of State-protected child-murder-by-abortion, an effort is being made, to not only END the wicked practice of child-murder-by-abortion by passing the Right to Life Act of SC (H.3284), but also to erect a monument as a memorial to the South Carolina children whose lives have already been ended before their birth. It is the testimony of Johnny Gardner, Voice of the Unborn, that God gave him the idea of pursuing this goal of a memorial monument for the unborn.

When child-murder-by-abortion ends one day in America (when pro-life Christians stop following the false lead of the Roman-Catholic-Bishop-founded National Right to Life Committee, in incessantly finding new ways to "regulate" child-murder, instead of applying God's requirement for Biblical "Justice" (i.e., capital punishment for abortionist-murderers and the end of abortion), there will still remain the need for the Nation, the States, the Churches, Families, and individuals, throughout America, to Repent, because if child-murder-by-abortion were to end TODAY (March 9, 2007), there would still be a need to REPENT for the 47 Million+ already murdered (and this does not count the likely multiple tens of millions aborted chemically by "birth control" pills, Depo-Provera, etc., etc., etc.).

Just as there is the need for the Nation, the States, the Churches, Families, and individuals of both the North and South, to Repent, where it has not been done already, for the national sin of slavery, which was not ended until 1865 by the 13th Amendment to the US Constitution, after Americans fought our most costly war (approx. 620,000 dead), against each other !!! The 13th Amendment stopped the perpetration of the sin and crime of American slavery, but that's not the same as repenting, saying we as a nation are sorry, for what had already been done during 250 years of "unrequited toil," as Lincoln said, from the early days of colonial Jamestown, VA (founded in 1607), prior to 1865.

The Southern Baptist Convention repented in its 1995 national convention in Atlanta, GA, for slavery and racism. Just recently, in February 2007, the Virginia state legislature has also now apologized:

Just as the national sin of American slavery brought God's judgment of war upon both the North and South in 1861, so is the national sin of child-murder-by-abortion bringing war, terrorism, domestic violence, foreign invasion, etc., as divine judgments upon our wicked nation today.

George Mason, Virginia delegate, August 22, 1787, in the Constitutional Convention:
('Father of the Bill of Rights')
"Every master of slaves is born a petty tyrant. They bring the judgment of heaven upon a country. As nations cannot be rewarded or punished in the next world, they must be in this. By an inevitable chain of causes and effects, Providence punishes nation sins by national calamities."

Child-murder-by-abortion is a national sin. 9-11 was a national calamity. More and greater divine judgment is coming upon America, unless we repent of the national sin of abortion. If we will not repent of the national sin of abortion, then the America of today will be destroyed, just as God destroyed the kingdom of Judah, with successive waves of foreign invasion in 605 BC, 597 BC, and 586 BC (2 Kings, chapters 24 and 25). We've already been attacked on September 11, 2001. What will it be next, America ? What will it be next, Church ? Repentance finally, or further and greater divine judgment ?

Abraham Lincoln, President, March 4, 1865 Second Inaugural Address:
www.bartleby.com/124/pres32.html

"One-eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was somehow the cause of the war."

"If we shall suppose that American slavery is one of those offenses which, in the providence of God, must needs come, but which, having continued through His appointed time, He now wills to remove, and that He gives to both North and South this terrible war as the woe due to those by whom the offense came, shall we discern therein any departure from those divine attributes which the believers in a living God always ascribe to Him? Fondly do we hope, fervently do we pray, that this mighty scourge of war may speedily pass away. Yet, if God wills that it continue until all the wealth piled by the bondsman's two hundred and fifty years of unrequited toil shall be sunk, and until every drop of blood drawn with the lash shall be paid by another drawn with the sword, as was said three thousand years ago, so still it must be said "the judgments of the Lord are true and righteous altogether." "

In spite of all his failings, Lincoln was right in his March 4, 1865 Second Inaugural Address, when he said God gave "this terrible war" to BOTH North and South for the offense of slavery.

And today, God is bringing (increasing) divine judgment on America in the year 2007, for our ongoing, unrepented, national sin of child-murder-by-abortion.

As America considers the twin major national security issues of 1) millions of illegal aliens already having entered our country, and 2) the disaster from the undeclared, and therefore unconstitutional, and therefore illegal; as well as unjustified (no 9-11 connection, no WMD's), and therefore unnecessary (not a "just" war), and therefore immoral War in Iraq, REMEMBER:

It is God alone Who can bring peace and security to a land (Lev. 26:5,6)...

Foreign invasion and War are divine consequences upon a nation, any nation, for the shedding of innocent blood (e.g., 2 Kings 24:1-4)...

As has been said, it's now Christ, or Chaos (and then Tyranny)...

Repent, Church ! Repent, America !

National Right to Life and the Republican Party are wrong. The composition of the US supreme Court is not what has to change to end abortion. If the Christians of America would simply read Article III., Section 2. of their own national covenant, the US Constitution, perhaps they would understand that Congress and the President have had the power to end abortion in America in a week's time, for now almost 34 years !

PRESIDENT BUSH and CONGRESS COULD END ABORTION IN AMERICA IN ONE WEEK:
President Bush and the US Congress have the power NOW to end abortion in America in one week:
Pass HR 552, the "Right to Life Act", amended with the addition of the Article III., Section 2. power of the US Congress in the US Constitution to limit the appellate jurisdiction of the US supreme Court, and the complete jurisdiction of the lower federal courts (US District Courts and US Circuit Courts of Appeal, which were created by Congress by federal statute, and could even be eliminated by Congress by federal statute, let alone have their jurisdictions limited).
[ see HR 618 and HR 300, 110th Congress, at http://thomas.loc.gov/ ]
www.christianlifeandliberty.net/CCL05-21.doc

US House limits jurisdiction of Federal Courts regarding the Pledge of Allegiance Employs Article III., Section 2. constitutional power of the US Congress to limit the appellate jurisdiction of the US supreme Court:
This same Article III., Section 2. constitutional power of the US Congress to limit the appellate jurisdiction of the US supreme Court can be further applied to protect the God-ordained institution of marriage, to protect state-level laws banning acts of sodomy, to protect federal and state laws banning abortion, and to protect the freedom of religious expression that is guaranteed by the First Amendment of the US Constitution, vis-a-vis public displays of the Ten Commandments, and public prayer in the Name of Jesus. www.christianlifeandliberty.net/CONSTLAW06-01.DOC

The Article III., Section 2. legal strategy espoused in the article above is embodied in HR 300, the We the People Act of 2007, sponsored by US Congressman Ron Paul (R-Texas).

Congressman Paul's bill would return to the States their Sovereign Rights to:

- Acknowledge God
(issues related to prayer in Jesus' Name, and posting of the Ten Commandments),

- Ban Child-Murder-By-Abortion

- Ban Sodomy (not just ban sodomite couplings, "marriage," and "civil unions")

See HR 300 at http://thomas.loc.gov - check the list of co-sponsors, if your US House member is not a co-sponsor, contact and ask them to sign on as a co-sponsor to HR 300. Ask both of your US Senate members to introduce a bill in the US Senate similar to HR 300 in the US House.

January 16, 2007

"Greetings and salutations !"

"I am Dr. Johnny McClurkin Hunter, DD. I was born not too far from here, in Goshen Hill, South Carolina, in the back room of a house sitting on a hill. I am the grandson of James McClurkin, a descendant of a slave and a slave owner. The house still stands to this day and so do I for the gospel of life. Today, I address you as an ordained minister of the gospel of Jesus Christ."

[continues...]

"While early civil rights activists were willing to lay down their lives for a cause, the pretenders take the lives of others for their cause."

[continues...]

"And under the pretense of "choice," every gain made during the early era of the civil rights struggle is being erased one child at a time. The real civil right activists fought for better education, equal job opportunities, and even the right to vote. They stood for equal protection under the law."

"However, a better education means nothing to a dead child. Equal job opportunities mean nothing to a dead child. The right to vote means nothing to a dead child. A dead child has no protection under the law. In other words, abortion makes sure that child never learns to spell, read, write, count, sing the alphabet song or recite a poem. Abortion denies the child a job permanently. Abortion robs the child of the right to ever vote in a local, state or national election. Abortion pushers do not want any child in the womb to be protected by law. And it is to that end that Jezebel, in the form of bigoted groups like Planned Parenthood, seduces elected officials to deny legal protection for pre-born children."

"I am glad that there are parents who despite being pressured to do otherwise, ensure that their child gets to participate in the most precious celebration of all - a birthday."

"I am glad that there are men and women of faith, who believe that children are the hope of the future and they work tirelessly to keep them safe in the present."

[continues...]

"Therefore, I encourage every elected official to start supporting the Right to Life Act of South Carolina. By doing so, you will be embracing the dream."

"I especially encourage Black elected officials to support life protecting legislation. This is a civil rights issue. By doing so, you will be fighting prejudice and racism. I say this because abortion is racism in its ugliest form."

"Between 1882 and 1968, 3,446 Blacks were lynched in the United States. To date, approximately 1,452 Black children are aborted each day. In other words, more Blacks are killed by abortion in 3 days than 86 years of lynching. This violence in the womb must be stopped. It is womb lynching. It is genocidal ! It is wicked ! It is wrong ! It is unfair to the child."

[continues...]

"As the eyes of masses of Blacks around this nation come open, they will look with disdain on those who believe it is ok to commit violence in the womb."

"In his Letter from a Birmingham jail, Rev. Dr. Martin Luther King, Jr. wrote, "The early church brought an end to such things as infanticide." At this point, Black leaders should not be concerned about what Dr. King would think of them. We must be concerned about the one from whom Dr. King noted that there is no escape. They should be concerned with what Jesus will think of them when they meet Him."

"Let's save the children !"

(excerpts)

"Good day, my name is Steve Lefemine. I am director of Columbia Christians for Life. I wish to report on the ongoing effort to ESTABLISH JUSTICE for ALL pre-birth human beings in SC, beginning at fertilization, and to renew the now 10-year-old call for passage of the Right to Life Act of SC, legislation first introduced in 1998, and active in the SC General Assembly every year since so far through 2006, which would recognize the legal "personhood" of human beings in the womb, thereby meeting the criterion set almost 34 years ago in the very text of the Roe v. Wade decision itself, for the "collapse" of the fallacious, unconstitutional, and wicked pro-abortion argument."

[continues...]

"The Right to Life Act of SC, in statutorily vesting legal "personhood" at fertilization for ALL human beings, satisifies the Roe formula published 34 years ago. The issue of legal "personhood" for ALL human beings, without exception, is a key to unlocking the 34 year old Roe v. Wade abortion enigma."
