South Carolina House Passes Personhood Bill (albeit, with fatal flaw amendment)
The South Carolina House passed the "Right to Life Act of SC" (H.3213) recognizing pre-birth human beings as "persons" at fertilization on April 13, by a vote of 95 to 18 (Second Reading). However a killer Amendment was added at the beginning of the House floor debate (by voice vote) for a rape "morning-after-pill" EXCEPTION, which fatally flaws the bill. The bill has now been sent to the South Carolina Senate, where efforts will be made, Lord willing, to remove the internally self-contradictory EXCEPTION to establishing personhood at fertilization for all pre-birth human beings.

House Passes Personhood Bill
The state House on Wednesday approved a bill that its primary sponsor, Rep. Ralph Davenport, says sends a message that South Carolina is a pro-life state. The bill extends the right to due process and the right to equal protection under the law to unborn children at the moment of fertilization. "This creates a situation that at conception there is personhood," said Davenport, R-Boiling Springs. "It gives babies rights that they had not had before in South Carolina."

South Carolina House Bill Extends Rights To Unborn
Personhood Bill Passes in South Carolina House
COLUMBIA -- The state House on Wednesday approved a bill that its primary sponsor, Rep.
Davenport said that abortion is being used as a "tool of convenience."
"A woman has rights like anybody else," Davenport said. "When they involve themselves in certain situations and a human being is created, those rights end."
Kim Forde-Mazrui, an associate professor of law specializing in constitutional law at the University of Virginia, said the bill was lawful, but only to a limited degree.
He said current case law allows states to treat unborn fetuses as human beings as long as it doesn't interfere with a women's constitutional right to terminate a pregnancy.
"It would have no force and effect," Forde-Mazrui said. "Her constitutional right trumps state law."
Forde-Mazrui said the law would allow the state to prosecute someone for murder if they assaulted a pregnant woman and the fetus died.
House members approved an amendment that would allow a woman who was raped to receive a "morning-after pill" to prevent pregnancy. Davenport said he didn't attempt to kill the amendment because the bill would receive more votes with it attached.
The House passed the bill by a 95-18 vote.
"This sends a strong message to the Senate that this is a bill they are going to have to deal with," Davenport said.
Rep. Brenda Lee, D-Spartanburg, Davenport's longtime deskmate, voted against the bill.
"I've always voted against such bills," Lee said. "I'm adamant about that. Me being a woman, I should have the right to choose."
Lee said the bill sets the stage for South Carolina to outlaw abortions if Roe v. Wade, the Supreme Court decision that upheld a woman's right to have an abortion, is ever overturned.
Kate Landishaw of Lyman, the South Carolina coordinator for a national effort to pass the Equal Rights Amendment, said the bill is "once again men telling women how to live their lives."
Becci Robbins, communications director for the Lexington-based South Carolina Progressive Network, agreed.
"If this isn't government intrusion, I don't know what is," she said. "Ironically it's a Republican-led effort, and Republicans claim to be the party of less government."

UPDATE on "Right to Life Act of South Carolina" (H.3213) - April 12, 2005
___________________________________________
1) The Right to Life Act of South Carolina (H.3213) was placed on the "contested" calendar today, and has a strong likelihood of debate beginning on the bill after the SC House finishes the "uncontested" part of the calendar, on Wednesday, April 13.
2) Five additional new co-sponsors signed on today, bringing the total to 51 co-sponsors (46 Republicans, 5 Democrats). The SC House has a total of 124 members, so that mathematically, 63 votes would constitute a majority if all members voted. Therefore, if all 51 co-sponsors were to be present and voting for the bill, we would need an additional 12 votes to assure passage if all 124 members of the SC House voted. [note: there had been a question of whether or not Rep. Dantzler had signed onto the bill, and so his name had not been reported or counted in previous reports; it has now been verified that he is a co-sponsor; most likely, he signed on back in February]
H. 3213 - STATUS INFORMATION:
Sponsors: Reps. Davenport, Vaughn, Toole, Tripp, Vick, Simrill, Bingham, J.R. Smith, Rice, Talley, G. Brown, Barfield, Owens, M.A. Pitts, G.R. Smith, Hamilton, White, Clark, Walker, Pinson, Loftis, Leach, McGee, W.D. Smith, Viers, Cato, Perry, Delleney, Altman, Cooper, Dantzler, Haskins, Huggins, Littlejohn, Hiott, Mahaffey, Wilkins, Merrill, D.C. Smith, Herbkersman, Bailey, Ceips, J. Brown, G.M. Smith, Weeks, Coates, F.N. Smith, E.H. Pitts, Thompson, Young and Duncan
3) The bill appeared on the SC House calendar last Thursday (April 7), after having passed the full Judiciary Committee April 5 by a 15-5 vote, and was then reported to the House as having received a favorable Judiciary Committee report, on April 6. A point-of-order 24-hour rule invoked on April 7 put the bill back to the next meeting of the SC House, which was today, Tuesday, April 12.
4) When the bill came up on the uncontested calendar today (approx. 12:40 PM), it was introduced by Rep. Greg Delleney, chairman of the Constitutional Laws Subcommittee (and a co-sponsor of the bill). It was then opposed by Rep. Thayer Rivers (D), who had also spoken articulately against the bill in the Judiciary Committee meeting on April 5. Rep. Rivers (D-Beaufort/Hampton/Jasper Counties) was one of the 5 who voted against the bill in the Judiciary Committee meeting. Rep. Rivers has been outspoken now in two forums against this bill. It might be helpful if people in Beaufort/Hampton/Jasper Counties, particularly in his district (District # 122), would express their concern to him about his opposition to the Right to Life Act of SC (H.3213) [his contact information is given at the end of this e-mail below - call/e-mail/fax TODAY !] On the other hand, persons outside his district can certainly call and e-mail him as well. Be polite. Express to him your concern for his lack of respect for the sanctity of life of pre-birth human beings. Inform him that as a civil minister (Romans 13:4), it is his first duty, after the acknowledgment of God, to prevent the shedding of innocent blood.
5) After Delleney introduced the bill, and Rivers spoke against the bill, then 7 legislators were recorded as "requesting debate," on the bill, which places it on the "contested" part of the House calendar. If the SC House finishes its work on the "uncontested" part of the House calendar tomorrow (Wed., April 13), then the Right to Life Act of SC (H.3213) may be 'first up' for debate on the "contested" part of the calendar. [Those who "requested debate" were: Kennedy, James Smith, Breeland, Miller, Hosey, Jennings, and Mack.]
6) An Opinion of the SC Attorney General was obtained on March 31st, just prior to the Constitutional Laws Subcommittee hearing. It takes the position that the RTL Act of SC is constitutional on-its-face, but, in light of Roe v. Wade, that if the RTL Act of SC were applied to the area of abortion, that it would be unconstitutional. In other words, in a snapshot of the confused, perverse state of American jurisprudence in the day in which we live, the "fetus" would be a legal "person" at fertilization for all purposes in law except if the mother wanted to have her baby killed by a paid murderer (abortionist). For some legislators, this has helped them get past the stumbling block of thinking (erroneously) that Roe v. Wade is the law of the land, and therefore the Right to Life Act of SC is unconstitutional, and so they had refused to support it. Some, by no means all, of the lawyer-legislators have stumbled over this issue. For them, they can apply the SC Attorney General's Opinion, and take the position that the bill on its face is constitutional, and if/when Roe v. Wade is overturned, that means that the very next moment after Roe is overturned, abortion becomes illegal (immediately) in the entire state of South Carolina, if the Right to Life Act of SC is passed by the SC House, the SC Senate, and signed by the Governor into law.
Up until March 30, the day before the SC Attorney General's Opinion was received, there were 41 co-sponsors of the bill. There are now 51 co-sponsors to H.3213.
7) In truth, the Roe v. Wade decision itself states that if legal "personhood" is established for the "fetus" that the pro-abortion argument "collapses," because the right to life of the "fetus" would be protected by the U.S. Constitution. As the SC Attorney General Opinion acknowledges, the Right to Life Act of SC would establish legal personhood at fertilization.
8) If you know Jesus Christ as your Lord and Saviour, please pray for all 124 members of the SC House of Representatives: (Proverb 21:1)
9) Also, I would invite Christians who are so led of the Lord, to consider fasting between now, Tuesday, April 12th, and whenever the bill is voted upon on the floor of the House (most likely Wednesday, April 13), crying out to God in repentance and tears for the Lord to tear down this demonic stronghold of child-murder-by-abortion in our state.
Jesus said there were some devils that "goeth not out but by prayer and fasting."
Matthew 17:21
I have been fasting in different modes, and plan to continue. One may practice a normal fast (water only), or some variation as the Lord leads (perhaps juices in addition to water, or perhaps fasting 1 or 2 meals per day instead of all three). Whatever you do, do it in "faith" (Romans 14:23), as unto the Lord, and for His glory (1 Corinthians 10:31).
Hallelu-Yah !

Praise the Lord !

Committee Passes Personhood Bill
COLUMBIA, S.C. -- An unborn child would have rights to due process and equal protection of the law under a bill passed by the House Judiciary Committee Tuesday. The measure passed on a 15-to-5 vote. It would establish that rights begin "at fertilization."

------------------------------------------
We give all praise and glory to the Lord and Saviour Jesus Christ (Yahshua Messiah) for this second step of progress in moving the bill through the legislative process.
The next step, Lord willing, is debate (and hopefully, prayerfully, passage) on the floor of the South Carolina House of Representatives. The bill was just reported to the full House assembled today, April 6, as having been reported favorably out of the House Judiciary Committee. It is anticipated that the bill (H.3213) will likely appear on the "uncontested" portion of the House calendar for tomorrow, Thursday, April 7, but that it will in fact then be contested by those (pro-aborts) who oppose the bill. If that is the case, the bill would then be placed on the "contested" calendar, and would likely, Lord willing, come up for actual floor debate on either Tuesday, April 12, or Wednesday, April 13.
You can look at the daily SC House calendars to see if the bill is scheduled at: http://www.scstatehouse.net/hcal/houcal.htm
More information will be sent out later (either later today or tomorrow).
If you support establishing justice for pre-birth human beings and ending so-called "legalized" child-murder-by-abortion, you can help with the ongoing lobbying effort, as we now move to focus on the 124 members (70 R's, 50 D's) of the full SC House of Representatives.
Mathematically, we would need 63 co-sponsors to have a majority of the votes in the full 124-member SC House.
We presently have 43 co-sponsors (40 Republicans, 3 Democrats), We need 20 more votes beyond these 43 co-sponsors !
These are the 43 co-sponsors:
H. 3213
Sponsors: Reps. Davenport, Vaughn, Toole, Tripp, Vick, Simrill, Bingham, J.R. Smith, Rice, Talley, G. Brown, Barfield, Owens, M.A. Pitts, G.R. Smith, Hamilton, White, Clark, Walker, Pinson, Loftis, Leach, McGee, W.D. Smith, Viers, Cato, Perry, Delleney, Altman, Cooper, Haskins, Huggins, Littlejohn, Hiott, Mahaffey, Wilkins, Merrill, D.C. Smith, Herbkersman, Bailey, Ceips, J. Brown and G.M. Smith
These above are the 43 co-sponsors (40 Republicans, 3 Democrats). There are 81 other members of the SC House (34 Republicans and47 Democrats) who are not yet co-sponsors. Some of these have already told us verbally that they will support the bill on the floor of the SC House, however, for targeted legislators, we want to ask pro-life people to contact the targeted legislators (i.e., all the remaining 34 Republicans, and a few selected Democrats), and ask them to: "Please vote for the RTL Act of SC when it comes up for floor debate in the SC House, most likely either Tuesday, April 12, or Wednesday, April 13."
A list of these 34 Republicans and selected Democrats will besent out in the form of a "flyer" later (today or tomorrow), but those who wish to get started lobbying can look for the e-mail addresses, phone numbers, and mailing addresses of any Republican members of the SC House who are not among the 43 co-sponors listed above, at the website URL below:
www.scstatehouse.net/html-pages/housebios.html
There are presently a total of 43 co-sponsors of the bill out of the 124-member SC House of Representatives actually listed on-line with thebill as of this report. The goal is to have 50. To have a "majority-plus-one"for assured passage of the bill in the full SC House, we would need at least63 total votes for the bill.
Praise the Lord !

The 124-member SC House has 74 Republicans and 50 Democrats. So far there are 40 R's and 3 D's co-sponsoring H.3213). So there remain 34 other Republicans in the SC House who are not yet co-sponsors, or over 45% of the Republicans in the SC House who are not co-sponsoring the RTL Act of SC (H.3213) at present.
If you know Jesus Christ as your Lord and Saviour, please pray for all 124 members of the SC House of Representatives: (Prov. 21:1)
Also, I would invite Christians who are so led of the Lord, to consider fasting one or more days between now, Wednesday, April 6th, and whenever the bill is voted upon on the floor of the SC House (most likely either Tuesday, April 12, or Wednesday, April 13), crying out to God in repentance and tears for the Lord to tear down this demonic strongholdof child-murder-by-abortion in our state.
Jesus said there were some devils that "goeth not out but by prayer and fasting." Matthew 17:21
I have been fasting in different modes, and plan to continue. One may practice a normal fast (water only), or some variation as the Lord leads (perhaps juices in addition to water, or perhaps an occasional bowl of soup, or perhaps fasting 1 or 2 meals per day instead of all three). Whatever you do, do it in "faith" (Romans 14:23), as unto the Lord, and forHis glory (1 Corinthians 10:31).
More to come later after this preliminary report.
Hallelu-Yah !

Preliminary Report on Public Hearing for the RTL Act of SC - Thursday, March 31, 2005
The Constitutional Laws Subcommittee passed (reported out of Con Laws Subcomm. favorably to full House Judiciary Committee) the Right to Life Act of South Carolina (H.3213) during a public hearing on the bill today in the Blatt Building near the SC State House.
Praise the Lord !
Four of the 5 Con Laws Subcomm. members were present, and the voice vote was 3 - 0 in support of reporting it out favorably from the subcommittee. One member abstained. The votes were as follows:
We give all praise and glory to the Lord and Saviour Jesus Christ for this first step of progress in moving the bill through the legislative process.
The next step, Lord willing, is the full House Judiciary Committee, chaired by Rep. Jim Harrison. We do not know yet if H.3213, the RTL Act of SC,will be on the agenda at this next Judiciary Committee meeting or not. (You can call 803-734-3120 beginning tomorrow afternoon to find out.)
More information will be sent out later (probably late tomorrow).
If you support establishing justice for pre-birth human beings and ending child-murder-by-abortion, you can help with the ongoing lobbying effort, as we now move to focus on the 25 members (14 R's, 11 D's) of the full House Judiciary Committee.
Mathematically, we would need 13 co-sponsors to have a majority of the votes on the full Judiciary Committee. We picked up 3 more co-sponsors today who are members of the Judiciary Committee, so that we now have 10 co-sponsors (9 R's, 1 D) of the RTL Act of SC (H.3213) who are on the Judiciary Committee. We need THREE MORE co-sponsors ! There remains on the Judiciary Committee 5 other Republicans who are not co-sponsors at this time. Their names are:
The contact information will be sent out in the form of a "flyer" later, but those who wish to get started lobbying the five Republican Judiciary Committee members above (the bill could possibly come up before deliberation as early as next Tuesday, April 5) who have not yet signed on to the RTL Act of SC as co-sponsors, you may look up their e-mail addresses, phone numbers, and mailing addresses at the website URL below:
There are presently a total of 43 co-sponsors of the bill out of the 124-member SC House of Representatives actually listed on-line with the bill as of this report. The goal is to have 50. To have a "majority-plus-one" for assured passage of the bill in the full SC House (if, Lord willing, it passes the full Judiciary Committee), we would need 63 co-sponsors.
Praise the Lord !
Four of the 5 Con Laws Subcomm. members were present, and the voice vote was 3 - 0 in support of reporting it out favorably from the subcommittee. One member abstained. The votes were as follows:
- Rep. Greg Delleney (R-Chester) - voted in favor (co-sponsor of H.3213)
- Rep. Fletcher Smith (D-Greenville) - voted in favor (made the actual motion favorable passage) (not yet signed up, but also planning to co-sponsor)
- Rep. Ben Hagood (R-Mt. Pleasant) - voted in favor
- Rep. Jim Harrison (R-Columbia) - abstained
- Rep. Creighton Coleman (D-Winnsboro) was not present.

The public hearing for the Right to Life Act of SC could possibly be as early as the last week in March (March 29-31), or more likely, the first week in April (April 5-7). Although there are a record 39 co-sponsors to the bill, in the crucial Constitutional Laws Subcommittee, which the bill must pass first, there is currently only one co-sponsor out of five members on the subcommittee !!!
-------------------------------------------------
South Carolina's pro-life bill to end "legalized" abortion (SC House bill H.3213)
There are presently 39 co-sponsors in the SC House. More are needed ! (goal is 50) You can help by contacting at least one of these three key legislators who are members of the 5-man Constitutional Laws Subcommittee: Please call / write / e-mail and/or fax these men by NLT Monday, March 28th with an updated message approach:
When you call/write/e-mail/or fax these legislators, ask them to support the Right to Life Act of SC, give them the SC House bill number: H.3213, and ask them to sign on as a co-sponsor. After the acknowledgment of God, their first moral duty as civil ministers of God (Romans 13:1-4), is to prevent the shedding of innocent blood !
IF THEY SAY ROE V. WADE IS THE “LAW OF THE LAND” (it is not according to Article VI. of the U.S. Constitution), then remind them all three as professing Christians, GOD’S LAW IS HIGHER THAN MAN’S LAW (Acts 5:29; Acts 4:19,20; Daniel 6:7-10; and Exodus 1:15-22). Remind them God has already said, “Thou shalt not kill (murder).” (Exodus 20:13). As God’s civil ministers, it is their duty is to establish His justice.
If they still refuse to obey God and His commission to them as civil ministers, and they still refuse to co-sponsor, or even just vote for the bill, then ask them if they will at least not vote against the bill. Ask them then if they will at least abstain.
For those who know Jesus Christ as Lord and Saviour, pray God would turn the hearts of all five on the Constitutional Laws Subcommittee (3 R's, 2 D's) to support H.3213 - only one is a co-sponsor at present.
The "Right to Life Act of South Carolina", if passed by the Republican-majority SC General Assembly, and if signed by Republican SC Governor Mark Sanford, would recognize the God-given, legal "personhood" of pre-birth human beings at fertilization under Art. I., Sec. 3. of the SC State Constitution, thereby ending so-called "legalized" abortion (child-murder) in SC. See link to bill from http://www.christianlifeandliberty.net/

HOW TO END DECRIMINALIZED CHILD-MURDER-BY-ABORTION IN S.C.
TAKE ACTION TO PASS the "Right to Life Act of South Carolina"
Now is the time for action !
1. Pray (if you are a born-again Christian)
2. Call
3. Inform others
4. E-mail
5. Write
6. Fax
7. Lobby
8. Donate
-------------------------------------------------
TAKE ACTION TO PASS the
"Right to Life Act of South Carolina"
South Carolina's pro-life bill to end "legalized" abortion (SC House bill H.3213)
There are presently 39 co-sponsors in the SC House. More are needed ! (goal is 50) You can help by contacting at least one of these three key legislators who are members of the 5-man Constitutional Laws Subcommittee: Please call / write / e-mail and/or fax these men by NLT Monday, March 28th with an updated message approach:
Rep. Jim Harrison (R-Columbia)
Rep. Ben Hagood (R-Mount Pleasant/Charleston)
Rep. Creighton Coleman (D-Winnsboro)

UPDATE on "Right to Life Act of South Carolina" (H.3213/S.111) - March 17
________________________________
South Carolina's pro-life bill to end "legalized" abortion.
Important co-sponsor added this week, the SC House Majority Leader, who is also a member of the full (25-member) Judiciary Committee.
Another important co-sponsor added this week (provided the bill makes it out of subcommittee), was yet another member of the full (25-member) Judiciary Committee.
Total SC House bill increased to a highest-ever, 39 co-sponsors.
However, the first step is for the bill to make it through the Constitutional Laws Subcommittee. At present, only one of the five-members is signed on as a co-sponsor.
No date yet set for public hearing. It could be scheduled for the last week in March or, more likely, the first week in April.
The focus now of lobbying efforts by people across South Carolina should be on these three members of the Constitutional Laws Subcommittee who at this time are not in favor of supporting the bill:
1) Rep. Jim Harrison (R-Columbia)
2) Rep. Ben Hagood (R-Charleston)
3) Rep. Creighton Coleman (D-Fairfield/Chester)
________________________________________
SC HOUSE OF REPRESENTATIVES:
Rep. Ralph Davenport (R-Spartanburg) and Rep. Lewis Vaughn (R-Greenville)are the primary co-sponsors of this bill. As of 3/16/05, there was a total of 39 co-sponsors (last year there were 34 co-sponors). See link to the text of bill H.3213 at http://www.christianlifeandliberty.net/ or go to SC Legislative website at:www.scstatehouse.net/sess116_2005-2006/bills/3213.htm
These are the names of the 39 SC House members who ARE co-sponsors of H.3213:
Sponsors: Reps. Davenport, Vaughn, Toole, Tripp, Vick, Simrill, Bingham, J.R. Smith, Rice, Talley, G. Brown, Barfield, Owens, M.A. Pitts, G.R. Smith, Hamilton, White, Clark, Walker, Pinson, Loftis, Leach, McGee, W.D. Smith, Viers, Cato, Perry, Delleney, Altman, Cooper,Haskins, Huggins, Littlejohn, Hiott, Mahaffey, Wilkins, Merrill, D.C. Smith and Herbkersman [39 total: 37 R, 2 D]
NOTE:
There are 74 Republicans in the SC House; only (exactly) half (37) have signed onas co-sponsors of H.3213. These below are the names of the other 37 who have NOT yet signed on:
George Bailey, Nathan Ballentine, Joan Brady, Catherine Ceips, Richard Chalk, Converse Chellis, Alan Clemmons, Marty Coates, Bill Cotty, Thomas Dantzler, Jeff Duncan, TracyEdge, Marion Frye, Ben Hagood, Nikki Haley, Nelson Hardwick, Bobby Harrell, Jim Harrison, Shirley Hinson, Chip Limehouse, James Lucas, Becky Martin, Ralph Norman, Ted Pitts, Bill Sandifer, Wallace Scarborough, Phil Sinclair, B.R. Skelton, Murrell Smith, Jim Stewart, Adam Taylor, Michael Thompson, Ronnie Townsend, David Umphlett, Bill Whitmire, William Witherspoon, and Annette Young [37 Republicans total not signed on as co-sponsors; the two underlined in 'bold' type are members of the critical Constitutional Laws Subcommittee, the vital 'first step' for the bill. Those underlined in regular type are members of the full 25-man Judiciary Committee, the next step, if,Lord willing, the Right to Life Act of SC passes the Con Laws Subcommittee.]
The South Carolina Legislature returned on Tuesday, January 11, 2005 to begin a new legislative session. The "Right to Life Act of South Carolina", if passed by the Republican-majority SC General Assembly, and signed by Republican SC Governor Mark Sanford, would recognize the God-given, legal "personhood" of pre-birth human beings at fertilization under Article I., Section 3. of the South CarolinaState Constitution, thereby ending so-called "legalized" abortion (child-murder) in South Carolina. The RTL Act of SC would "establish justice" for pre-birth human beings by establishing "THAT THE RIGHT TO DUE PROCESS AND THE RIGHT TO EQUAL PROTECTION VEST AT FERTILIZATION." The SC State Constitution already protects legal "persons" from being deprived of their lives "without due process of law," or from being "denied the equal protection of the laws."
--------------------------------
Progress and Status of RTL Act of South Carolina:
1. An important co-sponsor of H.3213 in the SC House was added on Mon., 3/14/05 - SC House Majority (R) Leader, Rep. Jim Merrill (R-Berkeley/Charleston), who is also a member of the full (25-member) Judiciary Committee.
2. Another important co-sponsor was added on Wed., 3/16/05 - who is also a member of the full Judiciary Committee, Rep. Bill Herbkersman (R-Beaufort). Of course the bill would first have to make it out of the Constitutional Laws Subcommittee, where, unfortunately, at present, only one of the 5 members is currently signed on as a co-sponsor.
3. The present total in the SC House is 39 co-sponsors. This is the highest ever, however the goal is 50, and it doesn't matter how many co-sponsors there are in the full SC House if the bill doesn't make it out of the subcommittee.
4. Even though now the House Speaker (David Wilkins, R-Greenville); the House Speaker Pro Tempore (Doug Smith, R-Spartanburg), the House Majority (R) Leader (Jim Merrill, R-Berkeley/Charleston), and the chairman of the Constitutional Laws Subcommitee (Greg Delleney, R-Chester/York) are all now co-sponsors of the bill, we do not yet have the votes to get the bill out of the Con Laws Subcommittee. House Judiciary Committee chairman Rep. Jim Harrison (R-Columbia) is NOT a co-sponsor of the bill, and he has opposed the bill since at least 2001. Rep. Harrison is also, unfortunately, a member of the Con Laws Subcommittee. Question: Is the House leadership truly supporting this bill ? Has anyone seen any public statements by any leading SC House Republican in the print, radio, or TV media ? What about a public statement of support from the 'bully pulpit' of the governor's office by Republican Governor Mark Sanford ? I have not seen any such thing.
5. We are still seeking a 'date' for a public hearing. Rep. Davenport (R), one of the House bill's two primary sponsors, is awaiting a response from Judiciary Committee chairman, Rep. Jim Harrison to grant our request. So far, we have been told that would be after the House budget debate. Correction: In the last RTL Act of SC UPDATE (March 4), it was reported that the floor debate for the SC State budget would be the following week. That information was incorrect. The floor budget debate actually took place this week, and was completed on Tuesday, March 15. I apologize for this error. Please forgive me.
6. Next week (March 22-24), the SC House will be in recess, and will not return to the State House until Tuesday, March 29. This means that efforts to contact any House members between now (Thursday, March 17) and Monday, March 28, should most likely be directed to a House member's home district, either at his place of work/business, or his home, if contacting him by mail, fax, phone, or personal visit.
7. Please pray for the scheduling of a public hearing for H.3213 (the House bill), and that we would preferably get at least two weeks notice of the hearing date to plan and arrange for speakers. At this point, the soonest possible date could be in the last week of March (March 29-31), but more likely not sooner than one day during the first week in April (April 5-7). This is expected to be in the Constitutional Laws Subcommittee, of the full House Judiciary Committee; and to be held in the Blatt Office Building (5th floor) on the SC State House grounds in Columbia (near intersection of Assembly and Pendleton Streets). [ Legislative History: The bill failed by a vote of 4-1 in subcommittee on April 25, 2001. The bill passed in subcommittee by a vote of 2-0 on April 15, 2004; and then failed the next week (after a fraudulent voice vote) in the Judiciary Committee on April 20, 2004. ]
8. The Constitutional Laws Subcommittee has five members; at present, only one of those five members has signed onto the Right to Life Act of SC (H.3213) as a co-sponsor. The focus now of lobbying efforts by people across South Carolina should be on these three members of the Constitutional Laws Subcommittee who at this time are not infavor of supporting the bill:
Rep. Jim Harrison (R-Columbia)
Rep. Ben Hagood (R-Mount Pleasant/Charleston)
Rep. Creighton Coleman (D-Winnsboro)
[The contact information for Harrison, Hagood, Harrison, and Coleman is provided further below.]
-----------------------------------------------------------
Most Immediate Action Items: [ this is what YOU can do to help pass H.3213 ]
1. For those who know Jesus Christ as their Lord and Saviour, pray that God would turn the hearts of all five Con Laws Subcomm. members (3 R's, 2 D's) to support the RTL Act of SC - at present only the chairman, Rep. Delleney is a co-sponsor
2. Contact these three members of the Con Laws Subcomm. and ask them to sign on as a co-sponsor, especially if you live in their SC House district. Even if you do not live in their district, please at least send them an e-mail, or maybe even a telephone call, and express your support for the RTL Act of SC, and that you would like to see them sign on as a co-sponsor of H.3213. If they refuse to support this constitutional legislation to end child-murder-by-abortion, then ask them if they will AT LEAST not vote AGAINST the bill.
The addresses, phone numbers, faxes, and e-mails to contact these three Constitutional Laws Subcommittee members are provided further below:
* Ben Hagood (R-Mount Pleasant)
* Jim Harrison (R-Columbia) [Rep. Harrison is also chair of the full Judiciary Committee]
* Rep. Creighton Coleman (D-Winnsboro)
3. Spread the word to your pro-life friends; send this e-mail to your pro-life (only) e-mail list. Do not send this to those who are pro-abortion in principle or practice [note: the executive director of SC Citizens for Life (SC's manifestation of the National Right to Life stronghold) has worked against passage of this bill]
_____________________________________
Please call / e-mail / write / fax Rep's Jim Harrison, Ben Hagood, and Creighton Coleman, as soon as possible (NLT than Monday, March 28th), and urge them to support the Right to Life Act of SC. Ask them to co-sponsor; after the acknowledgment of God, their first moral duty as civil ministers, is to prevent the shedding of innocent blood !
IF THEY SAY ROE V. WADE IS THE "law of the land" (it is not according to Article VI. of the Constitution),then remind them all three as professing Christians,
http://www.scstatehouse.net/html-pages/housebios.html
that God's Law is higher than man's law (Acts 5:29; Acts 4:19,20; Daniel 6:7-10; and Exodus 1:15-22), and remind them that God has already said,"Thou shalt not kill (murder)." (Exodus 20:13)
If they refuse to co-sponsor or just vote for the bill, then ask them if they will at least not vote against the bill.
Their foremost responsibility, is to rule in the fear of God, to "Kiss the Son, lest He be angry,..." (2 Samuel 23:3, Psalm 2:10-12; Romans 13:4). God's Word is true for all men, for all nations, for all time (Matthew 4:4).

If the Republicans are supposed to be pro-life, and since the Republicans have been in the majority in the South Carolina House of Representatives for the last ten years, since 1995,then why is it that the Right to Life Act of SC, has never yet even made it out of the full House Judiciary Committee (chaired by bill-opponent Rep. Jim Harrison (R) in the first SEVEN YEARS that it has been introduced (1998 through 2004) ??? The bill did pass the Constitutional Laws Subcommittee by a vote of 2 - 0 on April 15, 2004.
In the 124-member SC House, there are presently 74 Republicans and 50 Democrats; so the allegedly "Pro-life" Republcans have a 24-vote advantage over the Democrats ! There are presently 39 co-sponsors for H.3213. The goal this year is to seek 50 co-sponsors for the bill; we are now just 11 short of that target. However, we still need enough votesto get the bill out of subcommittee, out of the full Judiciary Committee, and, Lordwilling, out to the floor of the SC House. PRAY ! (fast as you are led, I will be fasting on Tuesday, March 22 and Tuesday, March 29).
The Right to Life Act of SC was introduced over seven YEARS ago (in 1998), and has yet to make it through the House Judiciary Committee chaired by Rep. Jim Harrison. Rep. Harrison first publicly opposed the Right to Life Act of SC in 2001 - voting against it in 2001; and then on April 20, 2004, he conducted a fraudulent voice vote in the House Judiciary Committee, declaring the bill defeated when subsequent interview of individual Judiciary Committee members revealed that the bill should have passed by a vote of 11 "ayes" (in favor of the bill) to 10 "no's" (against the bill).
"For we wrestle not against flesh and blood, but against principalities,..." Eph. 6:12, KJV
If you know Jesus Christ as your Lord and Saviour, please pray that the Right to Life Act of South Carolina, Lord willing, will make it through the SC House this year !

If you would like to help Columbia Christians for Life, or Voice of the Unborn financially, in our efforts to pass principled, biblically and constitutionally based pro-life legislation to end (not just "regulate") so called "legalized" abortion (government-protected-child-murder) in South Carolina, contributions are welcome, much needed, and can be made as follows:
(Note: There are office administrative costs, photocopying costs, postage costs, and internet costs associated with this campaign to fight for the lives of unborn children. With sufficient financial support, radio commercials promoting the Right to Life Act of SC could be aired, as has been done by Voice of the Unborn, airing wonderfully inspirational radio commercials in support of the SC Unborn Children Monument memorial bill (H.3338), on WIS and WVOC in Columbia, and on WTMA in Charleston. With additional support to Voice of the Unborn, it is possible that radio commercials for the SC Unborn Children Monument memorial bill may also be aired in the Greenville media market.)

* Ben Hagood (R-Mount Pleasant)
* Jim Harrison (R-Columbia) [Rep. Harrison is also chair of the full Judiciary Committee]
* Rep. Creighton Coleman (D-Winnsboro)

Subject: UPDATE on "Right to Life Act of South Carolina" (H.3213/S.111)
UPDATE on "Right to Life Act of South Carolina" (H.3213/S.111) - March 4
Important co-sponsor added this past week (SC Speaker of the House);
total SC House bill increased to a highest-ever, 36 co-sponsors.
Note: Columbia Christians for Life and Voice of the Unborn are the only Christian pro-life organizations in the state of South Carolina lobbying for passage of the Right to Life Act of SC to end "legalized" abortion in South Carolina. The help of principled Christian pro-lifers is needed to support this effort, as most of the "pro-life" and Republican "Establishment", incredibly, is not behind this effort to bring a halt to government-protected child-murder. As has been said, the proper response to murder is justice, not "regulation". Please help us establish justice for all human beings, including unborn children !
SC HOUSE OF REPRESENTATIVES:
Rep. Ralph Davenport (R-Spartanburg) and Rep. Lewis Vaughn (R-Greenville)are the primary co-sponsors of this bill. As of 3/2/05, there was a total of 36 co-sponsors (last year there were 34 co-sponors). See link to the text of bill H.3213 at www.christianlifeandliberty.net or go to SC Legislative website at:www.scstatehouse.net/sess116_2005-2006/bills/3213.htm
These are the names of the 36 SC House members who are co-sponsors of H.3213:
Sponsors: Reps. Davenport, Vaughn, Toole, Tripp, Vick, Simrill, Bingham, J.R. Smith, Rice, Talley, G. Brown, Barfield, Owens, M.A. Pitts, G.R. Smith, Hamilton, White, Clark, Walker, Pinson, Loftis, Leach, McGee, W.D. Smith, Viers, Cato, Perry, Delleney, Altman, Cooper,Haskins, Huggins, Littlejohn, Hiott, Mahaffey, and Wilkins [36 total: 34 R, 2 D]
The South Carolina Legislature returned on Tuesday, January 11, 2005 to begin a new legislative session. The "Right to Life Act of South Carolina", if passed by the Republican-majority SC General Assembly, and signed by Republican SC Governor Mark Sanford, would recognize the God-given, legal "personhood" of pre-birth human beings at fertilization under Article I., Section 3. of the South Carolina State Constitution, thereby ending so-called "legalized" abortion (child-murder) in South Carolina.
--------------------------------------
Progress and Status of RTL Act of South Carolina:
1. An important co-sponsor of H.3213 in the SC House was added on Wed., 3/2/05 - SC Speaker of the House, Rep. David Wilkins (R-Greenville); bringing the total number for the House bill to a highest-ever, 36 co-sponsors. This is the first time since the RTL Act of SC was first introduced in 1998 that Rep. Wilkins has been a co-sponsor. It happened after a woman in Greenville called his law office, and asked him to sign on as a co-sponsor. Praise the Lord !
2. We are still seeking a 'date' to our request through Rep. Davenport (R), one of the House bill's two primary sponsors, to request a mid-March public hearing. Next week is the floor debate on the SC state budget (which includes selected surgical abortion funding in the SC State Health Plan and HHS (thru Medicaid) sections) in the SC House; so the soonest it could take place, if granted, would be the following week. Please pray for the scheduling soon of a public hearing for H.3213 (the House bill), and that we would preferably get at least two weeks notice of the hearing date to plan and arrange for speakers. This is expected to be in the Constitutional Laws Subcommittee, of the full House Judiciary Committee, held in the Blatt Office Building (5th floor) on the SC State House grounds in Columbia (near intersection of Assembly and Pendleton Streets).
[Legislative History: The bill failed by a vote of 4-1 in subcommittee on April 25, 2001. The bill passed in subcommittee by a vote of 2-0 on April 15, 2004; and then failed the next week (after a fraudulent voice vote) in the Judiciary Committee on April 20, 2004.]
3. The Constitutional Laws Subcommittee has five members; at present, only one of those five members has signed onto the Right to Life Act of SC (H.3213) as a co-sponsor, namely, Rep. Greg Delleney (R-Chester), who is the chairman of the Con Laws Subcommittee; however, none of the other four Constitutional Laws Subcommittee members are presently co-sponsors.
The other four members of the Con Laws Subcomm are:
Rep. Jim Harrison (R-Columbia)
Rep. Ben Hagood (R-Mount Pleasant/Charleston)
Rep. Fletcher Smith (D-Greenville)
Rep. Creighton Coleman (D-Winnsboro)
[The contact information for Harrison, Hagood, Harrison, Fletcher Smith, and Coleman is provided further below.]
-----------------------------------------------------------------
Most Immediate Action Items: [ this is what YOU can do to help pass H.3213 ]
1. For those who know Jesus Christ as their Lord and Saviour, pray that God would turn the hearts of all five Con Laws Subcomm. members (3 R's, 2 D's) to support the RTL Act of SC - at present only the chairman, Rep. Delleney is a co-sponsor
2. Contact the remaining four members of the Con Laws Subcomm. and ask them to sign on as a co-sponsor, especially if you live in their SC House district. Even if you do not live in their district, please at least send them an e-mail, or maybe even a telephone call, and express your support for the RTL Act of SC, and that you would like to see them sign on as a co-sponsor of H.3213. The addresses, phone numbers, and e-mails of the other four Con Laws members are below, for:
* Ben Hagood (R-Mount Pleasant)
* Jim Harrison (R-Columbia) [Rep. Harrison is also chair of the full Judiciary Committee]
* Fletcher Smith (D-Greenville) [Rep. Smith was the only legislator to vote for the bill in the April 2001 Con Laws Subcomm. meeting when it failed 4-1 with three Republicans voting against the Right to Life Act]
* Rep. Creighton Coleman (D-Winnsboro)
At the end of this e-mail are two Attachments:
Attachment H3213-06 has sample letters which can be used to send to SC Legislators.
Attachment H3213-18 is a one-page flyer for you to print out and hand-out to friends, family, and church goers to mobilize their phone calls, letters, e-mails, and faxes toSC Legislators in support of this bill to end so-called "legalized" child-murder-by-abortionin South Carolina (over 300,000 pre-birth children have been murdered by surgical abortion alone within South Carolina's borders since 1973.

If the Republicans are supposed to be pro-life, and since the Republicans have been in the majority in the South Carolina House of Representatives for the last ten years, since 1995,then why is it that the Right to Life Act of SC, has never yet even made it out of thefull House Judiciary Committee (chaired by bill-opponent Rep. Jim Harrison (R) in the first SEVEN YEARS that it has been introduced (1998 through 2004) ??? The bill did pass the Constitutional Laws Subcommittee by a vote of 2 - 0 on April 15, 2004.
In the 124-member SC House, there are presently 74 Republicans and 50 Democrats;
so the allegedly "Pro-life" Republicans have a 24-vote advantage over the Democrats ! There are presently 36 co-sponsors for H.3213. The goal this year is to seek 50 co-sponsors for the bill; we are now just 14 short of that target.
By way of contrast, the one-man, one-woman marriage bill (H.3133 - a good bill) proposing an amendment to the South Carolina Constitution to provide that "marriage is exclusively defined as the union between one man and one woman," is a bill that is sponsored by both Rep. Greg Delleney and Rep. Jim Harrsion. H.3133 was introduced, and given aFirst Reading in the SC House, and assigned to the House Judiciary Committee, on January 11, 2005. On February 23, 2005, less than seven weeks later, it was already reported favorably out of the House Judiciary Committee, which means that it had also earlier made it out of subcommittee (Constitutional Laws Subcommittee). IF the Republican leadership want to move the Right to Life Act of South Carolina out of the Constitutional Laws Subcommittee, and favorably out of the House Judiciary Committee, they can do it.
Please call Rep. Jim Harrison and ask him to support the Right to Life Act of SC and stop opposing it, and call Rep. Greg Delleney and ask him to be a strong advocate for the bill, as he has been for the marriage bill described above, which had already appeared on the full SC House calendar as of Thursday, Feb 24th for floor debate, after just being introduced less than seven weeks earlier ! The marriage amendment bill just passed the SC House by a huge margin of victory; the vote was 96 to 3 in favor (this is wonderful, even though Columbia's pro-Sodom daily newspaper had only a small article on-line the next day:
The State, http://www.thestate.com/mld/thestate/news/politics/11027329.htm ), this past Tuesday, March 1st, exactly seven weeks after original introduction on January 11th. Leadership emphasis on legislation can make a huge difference !
The Right to Life Act of SC was introduced over seven YEARS ago (in 1998), and has yet to make it through the House Judiciary Committee chaired by Rep. Jim Harrison. Rep. Harrison has publicly opposed the Right to Life Act of SC since 2001 - voting against it in 2001; and then on April 20, 2004, he conducted a fraudulent voice vote in the House Judiciary Committee, declaring the bill defeated when subsequent interview of individual Judiciary Committee members revealed that the bill should have passed by a vote of 11 "ayes" (in favor of the bill) to 10 "no's" (against the bill).
"For we wrestle not against flesh and blood, but against principalities,..." Eph. 6:12, KJV
If you know Jesus Christ as your Lord and Saviour, please pray that the Right to Life Act of South Carolina, Lord willing, will make it through the SC House this year !

If you would like to help Columbia Christians for Life, or Voice of the Unborn financially,in our efforts to pass principled, biblically and constitutionally based pro-life legislation to end (not just "regulate") so called "legalized" abortion (government-protected-child-murder) in South Carolina, contributions are welcome, much needed, and can be made as follows:
(Note: There are office administrative costs, photocopying costs, postage costs, and internet costs associated with this campaign to fight for the lives of unborn children.
