Jackson, MS / February 17 – Personhood Mississippi, a citizen-led grassroots organization, submitted over 130,000 signatures late yesterday, becoming the fourth ballot initiative since 1992 to fulfill the requirement of 89,285 voter signatures – 17,857 per Congressional district.

The signatures were collected in order to put a Personhood amendment on the ballot, affirming the personhood rights of all humans.

105,000 of the submitted signatures were certified as valid by 82 different County Circuit Clerks. The abundance of signatures broke the state record for signatures in every other initiative in Mississippi history.

Comprised of all volunteers, Personhood Mississippi laid claim to over 2,000 volunteers and over 1,000 churches.

[ State of Mississippi's ] Lieutenant Governor Phil Bryant was present at yesterday’s press conference, helping to turn in the boxes of completed petitions.

“Despite the superfluous restrictions set before us, the people of Mississippi have spoken. With God’s blessing we have made history and exceeded the signature requirement by tens of thousands,” stated Les Riley, sponsor of the Mississippi Personhood Amendment. “In the next few days, we fully expect Secretary of State Dilbert Hosemann to approve our amendment, as we have exceeded all requirements by the State of Mississippi.”

Once each district’s signatures are verified, the amendment will be placed on the November 2011 ballot.

Ballot push seeks to challenge Roe v. Wade

Les Riley stood on the steps outside the secretary of state's office Tuesday with his 22-month-old adopted son in his arms and told a small, enthusiastic crowd that "the state of Mississippi is fixin' to educate the Supreme Court" on the rights of the unborn.

Declaring this a mission for God, Riley and his supporters delivered 105,167 certified signatures to get a constitutional amendment on the 2011 ballot asking voters to define life as beginning at "the moment of fertilization."

If the signatures add up in an official count, Riley's group will claim the third constitutional amendment to ever make a Mississippi ballot.

Riley, a father of 10 from Pontotoc, called the petition drive a "direct challenge to Roe v. Wade."

Riley's goal is to overturn the 37-year-old decision - among the most controversial rulings in the court's history - that even conservative [ sic ] Supreme Court justices have left intact through the years.

"Father, you don't need the Supreme Court; you don't need the Legislature. You need people who love Christ," Riley said. [ prayed ]

As he led the group in prayer, a small girl clutched her baby doll and other attendees bowed their heads over posters - some of which depicted graphic images of aborted fetuses. [ babies ]

Riley's baby, Josiah, nuzzled his head against dad's shoulder.

The nonprofit Personhood Mississippi is the 26th group to attempt to get an initiative on the ballot, Secretary of State Delbert Hosemann said.

Of the 25 past attempts, only two made it to the ballot. Both were related to term limits for lawmakers and both failed to gain voter support, Hosemann said.

Hosemann, a Republican, joined the rally on the front steps of his office before heading inside to officially collect the signatures, delivered in several cardboard boxes.

"Out here," Hosemann said, "I'm just another person that signed this petition."

Numerous other Republican politicians emerged from the Capitol across the street to join the rally.

Lt. Gov. Phil Bryant said when he first ran for public office he prayed for the chance to make a difference - beyond debating budgets and hunting laws.

"I want to end abortion in the state of Mississippi," Bryant said.

Bryant, a likely gubernatorial candidate in 2011, said his support of the ballot initiative has nothing to do with politics.

"That's the silliest thing I've ever heard of," he said.

In what promises to be a heated election year, the initiative is likely to bring out conservative voters if it makes the 2011 ballot, as is another one that seeks to implement a voter ID law in the state.

Republican-led efforts to require a form of identification at the voting booth failed last year in the Legislature.

Last week, supporters delivered enough petition signatures to take the question to the voters.

Voter ID would mark the fourth question to make a Mississippi ballot if the signatures are verified.

The personhood initiative would be third and voter ID second because the process for the anti-abortion amendment began first.

Initiatives similar to Personhood Mississippi's that seek to define life at conception could be on ballots in other states as well.

But Richard Miller of Jackson believes it has the best chance of passing in Mississippi.

"The process could start in this room right here," Miller said of reversing Roe v. Wade.

Earlier this month, Personhood Mississippi filed a federal lawsuit against Hosemann and Attorney General Jim Hood seeking more time for circuit clerks to verify several thousand outstanding signatures.

There is a discrepancy in the interpretation of the law as to whether the group has one year to collect signatures, or one year to turn them in.

The lawsuit seeks to clarify a 1996 Mississippi attorney general's opinion that says the one-year turnaround time also includes the names on the petition being certified by circuit clerks around the state.

Hosemann said that case will be moot if Personhood Mississippi turned in enough signatures Tuesday.

Getting an initiative on the ballot requires a minimum of 89,285 signatures, with at least 17,857 coming from each of the old five congressional districts that existed in the year 2000.

JACKSON / Christian Newswire / February 15 – Personhood Mississippi is holding a press conference to announce the number of signatures collected for the personhood amendment, followed by a victory rally to submit the gathered signatures. With the help of over 2,000 volunteers and nearly 1,000 churches, Personhood Mississippi is expected to present well over the number of 89,285 required by the Secretary of State’s Office.

“February 16 will be an historic day for the state of Mississippi,” affirmed Personhood Amendment sponsor Les Riley. “The people of Mississippi have made a clear statement with their signatures – it is time that all humans are valued as people, not as property.”

Personhood Mississippi encountered a complication when it appeared that the County Circuit Clerk was discounting valid signatures due to time constraints, necessitating a lawsuit to ensure that every voter’s signature was certified. The Personhood Amendment signature campaign is awaiting a ruling on the first phase of the legal challenge, yet due to a State of Emergency in Mississippi and time needed to review the case, Personhood Mississippi is allowed to submit the signatures Tuesday, February 16.

Colorado Personhood Constitutional Amendment campaign submits petitions to Secretary of State

Personhood Colorado turns in over 3,700 more signatures than the 76,000+ required –
"All signatures are pending validation by the Colorado Secretary of State’s office."

If successful in achieving the required 76,047 validated signatures for the Nov. 2010 ballot, this will be the second time that Colorado has had a Personhood Constitutional Amendment on the ballot. In Nov. 2008, a personhood amendment was approved by over 26% of Colorado voters, totalling well over half a million (over 585,000).

Good morning Mr. Chairman, Rep. Delleney, and members of the Constitutional Laws Subcommittee, Rep’s. Harrison, McLeod, Garry Smith, and James Smith. Let heaven and earth record what transpires here today. As about 7,000 judicially innocent pre-birth humans are exterminated by surgical “abortion” in this state each year, principally in three stand-alone “abortion” centers, in Greenville, Columbia, and Charleston, the outcome of this hearing is literally a matter of life and death for 1000’s of human beings, whose fate, whether they live or die, is affected by your decisions, actions, and votes or lack thereof, today.

Mr. Chairman, we heard in the internet presentation of the Roe v. Wade oral argument excerpts that the case turned on whether or not the “fetus” a.k.a. pre-birth human being, is accorded the constitutional status of a legal “person” or not. H.3526, the Right to Life Act of SC, or SC Personhood bill, establishes that rights guaranteed by Article I, Section 3 of the South Carolina State Constitution, that no person shall be deprived of life without due process of law, nor shall any person be denied the equal protection of the laws, vest at fertilization for each born and preborn person. I urge, plead, and ask you, in Christ’s Name, to pass this bill today.

As you know, the 2005 SC Attorney General opinion stated, “It is our opinion that … the Right to Life Act – is constitutional on its face.” And also, that “the statute could not be applied in the context of abortion to deny the federal constitutional right of privacy.” [sic] The opinion further stated, “Indeed, in the non-abortion setting, the United States Supreme Court has expressly recognized that such a determination concerning if and when a fetus is considered a “person” is a “traditional state prerogative …”.“ While I disagree that SCOTUS decisions are the supreme law of the land, as per Art. VI. of the U.S. Constitution, and while I believe fundamentally that God’s Law is Higher than Man’s Law, and while I believe that the Declaration of Independence, and the 5th, 14th, 9th and 10th Amendments provide sufficient legal basis for the Sovereign State of South Carolina to uphold the Creator-endowed unalienable right to life, and outlaw child-murder-by-“abortion”; I perceive that the chairman shares neither my Biblical view, nor my Constitutionalist / originalist philosophy of law. Nevertheless, even though the chairman views Roe as entitled to federal supremacy status, the SC Attorney General opinion still provides the chairman with at least three reasons to pass H.3526 today: 1) The Right to Life Act of SC is constitutional on its face, and you expressed on April 5, 2005 when presenting this bill to the full Judiciary Comm., that the Attorney General was willing to defend this statute. The Attorney General and the chairman of the Judiciary Comm., Rep. Harrison, both stated the bill is constitutional on February 14, 2008, at the last ConLaws Subcomm. public hearing for this bill; 2) If Roe is overturned, the SC Personhood Bill could be used to outlaw abortion in South Carolina, as you also expressed on April 5, 2005 in the Judiciary Committee meeting. Placing this law on the books is vital to establishing South Carolina’s position that we protect ALL innocent human life; and 3) An immediate benefit of passing H.3526 is that all non-abortion civil cases would be afforded fetal protection from the moment of fertilization, instead of the much later gestational age of viability. There is ample reason and benefit Mr. Chairman, to pass H.3526 today, and not wait until next year, or some later date.

Former President Ronald Reagan issued a Personhood Proclamation over 22 years ago, on January 14, 1988 – “I, Ronald Reagan, President of the United States of America, … do hereby proclaim and declare the unalienable personhood of every American, from the moment of conception until natural death.” In 2009, 15 States pursued Personhood legislation to END “Abortion”: four pursued bills, and 11 pursued state constitutional amendments. In Feb. 2009, a Personhood bill passed the ND House, and a Personhood Amendment passed the MT Senate. In 2010, Iowa is also pursuing a Personhood Amendment. Mississippi is nine days away from their deadline to collect almost 90,000 signatures to place a Personhood Amendment on the ballot. The Miss. Lt. Gov. is helping to lead the effort. Indeed, the hour is late, and the death toll in South Carolina is well over 300,000 children murdered by surgical abortion alone since 1973. Their shed innocent blood cries out to God from the ground for Justice, and if SC does not bring the murderers to justice, then God Himself will become the Avenger of Blood. I believe that Divine Judgment has already begun. George Mason said, “Providence punishes national sins, by national calamities.” “Abortion” is a national sin, 9-11 was a national calamity. More and greater Divine Judgment is coming upon South Carolina and America unless we repent of killing children in the wombs of their mothers. In Psalm 106, God’s Word says that for the sin of child-sacrifice, God “gave them into the hand of the heathen; and they that hated them ruled over them. Their enemies also oppressed them, and they were brought into subjection under their hand.” Our only hope for relief from the grave economic, health, and national security woes of our land and the sense of encroaching tyranny many Americans feel, is Repentance and turning back to God, which will include outlawing the evil practice of child-sacrifice-by”abortion”. Mr. Chairman and subcommittee members, please pass H.3526 TODAY. Thank you.

With 52 SC House co-sponsors, the Right to Life Act of SC (SC Personhood Bill) is scheduled for a public hearing on Tuesday, February 2, in Room 516, Blatt Building, State House Complex (corner Pendleton and Assembly Streets), Columbia, South Carolina. The time is one hour after the House adjourns from its regular daily session, which begins at 12 noon. The Right to Life Act of South Carolina (South Carolina Personhood Bill) is constitutional on its face, however if applied to "abortion," would need to be adjudicated (tried in court). [ As Mississippi Lt. Governor Phil Bryant (R) said about the Mississippi Personhood Constitutional Amendment he is endorsing, it is a foregone conclusion that personhood legislation would face a legal challenge in court. ]

Mississippi Lt. Governor (R) leading in ballot initiative drive for Mississippi Personhood Constitutional Amendment

After the dutiful honoring and fear of God (2 Samuel 23:3, Psalm 2, Romans 13:1-4), the FIRST Duty of civil magistrates is to prevent the shedding of innocent blood in their jurisdiction. Mississippi Lt. Governor Phil Bryant is to be commended for having the vision, courage, and integrity to provide leadership in this historic petition drive in Mississippi as it approaches the February 13th deadline of obtaining 89,000+ valid petition signatures so that the Mississippi Personhood Constitutional Amendment can be placed on the Mississippi ballot for a citizen vote.
