Subject: UPDATE ON "RIGHT TO LIFE ACT OF SOUTH CAROLINA" (H.3213/S.111)
UPDATE on "Right to Life Act of South Carolina" (H.3213/S.111) - February 4
South Carolina's pro-life bill to end "legalized" abortion.
Note: Columbia Christians for Life and Voice of the Unborn are the only Christian pro-life organizations in the state of South Carolina lobbying for passage of the Right to Life Act of SC to end "legalized" abortion in South Carolina. The help of principled Christian pro-lifers is needed to support this effort, as most of the "pro-life" and Republican "Establishment", incredibly, is not behind this effort to bring a halt to government-protected child-murder. As has been said, the proper response to murder is justice, not "regulation". Please help us establish justice for all human beings, including unborn children !
Listen to 15-minute interview by Mr. Ralph Ovadal, pastor of Pilgrims Covenant Church, Monroe, Wisconsin of Steve Lefemine, director, Columbia Christians for Life, on theRight to Life Act of South Carolina on http://www.theheartofthematteronline.com/ (until 2/8 or so):

The South Carolina Legislature returned on Tuesday, January 11 to begin a new legislative session. The "Right to Life Act of South Carolina", if passed by the Republican-majority SC General Assembly, and signed by Republican SC Governor Mark Sanford, would recognize the God-given, legal "personhood" of unborn human beings from the moment of fertilization under Article I., Section 3. of the South Carolina State Constitution, thereby ending so-called "legalized" abortion (child-murder) in South Carolina.
SC HOUSE OF REPRESENTATIVES:
Rep. Ralph Davenport (R-Spartanburg) and Rep. Lewis Vaughn (R-Greenville) are the primary co-sponsors of this bill. As of 2/3/05, there was a total of 27 co-sponsors (last year there were 34 co-sponors). See link to the text of bill H.3213 at www.christianlifeandliberty.net (S.111 is identical bill filed in Senate)
These are the names of the 27 SC House members who are co-sponsors of H.3213:
Sponsors: Reps. Davenport, Vaughn, Toole, Tripp, Vick, Simrill, Bingham, J.R. Smith, Rice, Talley, G. Brown, Barfield, Owens, M.A. Pitts, G.R. Smith, Hamilton, White, Clark, Walker, Pinson, Loftis, Leach, McGee, W.D. Smith, Viers, Cato and Perry [27 total: 25 R, 2 D]
[Note: Neither the Republican House Speaker (David Wilkins-Greenville), nor the Republican Judiciary Committee Chairman (Jim Harrison- Columbia), nor the Republican Constitutional Laws Subcommittee Chairman (Greg Delleney-Chester) are presently co-sponsors of the Right to Life Act of SC - this serves as a classic case-study illustration of WHY so-called "legalized" abortion has not already ended in South Carolina - it is the Republican leadership that is preventing it, even though there are numerous rank-and-file Republicans, and some Democrats, who support the bill's passage ! In the 124-member SC House, there are presently 74 Republicans and 50 Democrats, so the allegedly "Pro-life" Republcans have a 24-vote advantage over the Democrats ! So why can't a pro-life bill get through the SC House if the Republicans control the majorties on the committees, the chairmanshipsof the committees, and the Speaker of the House position ????????????]
The goal this year is to seek 50 co-sponsors for the bill; we are at present 23 short of thattarget. If your SC House member is not listed among the 27 who have already signed onas co-sponsors, but is instead one of the other 97 SC House members whose names are not listed, your help is needed, especially if your SC House member is one of thesekey legislators for this bill:
Representative (Speaker of the House) David Wilkins (R-Greenville)
Representative (Chairman of the House Judiciary Committee) Jim Harrison (R-Columbia)
Repres. (Chrmn of the Constitutional Laws Subcomm.) Greg Delleney (R-Chester/York)
Repres. (V. Chrmn of the Constitutional Laws Subcomm.) Ben Hagood (R-Charleston)
Repres. (member of the Constitutional Laws Subcomm.) Fletcher Smith (D-Greenville)*
* Note: Rep. Fletcher Smith (D) was the only ConLaws Subcomm. member to vote for theRight to Life Act in the April 2001 ConLaws Subcomm. hearing, when it was defeated by a vote of 4 to 1, when three Republicans voted against the bill (including Representative Jim Harrison). [The bill passed 2 - 0 in the April 2004 ConLaws Subcomm. hearing.]
If you would like to help lobby your SC House of Representatives member to co-sponsor and vote for this bill, contact your SC House member by phone, fax, e-mail, postal mail, or personal visit, and ask him to sign on as a co-sponsor (there are 74 Republicans and 50 Democrats in the 124-member SC House).
If you need the name, addresses, e-mail, or telephone number of your SC State House member, go to:
HOUSE MEMBER MAILING ADDRESS:
You may also write any Member of the House at:
Post Office Box 11867, Columbia, S.C. 29211-1867
Please at least write the four members of the Constitutional Laws Subcommitteeof Jim Harrison's House Judiciary Committee above (i.e., Jim Harrison, who isalso a member of the Con Laws Subcomm.; Greg Delleney, Ben Hagood, andFletcher Smith). There are only five (5) members of the Con Laws Subcomm. If all five vote, three would be needed to pass the Right to Life Act of SC (H.3213) out of Subcommittee. Please write/contact/phone/fax/e-mail Harrison, Delleney,Hagood, and Fletcher Smith by February 15th to urge them to co-sponsor the Right to Life Act of SC (H.3213), and to at least vote for the bill.
We are presently requesting the mid-March timeframe for a public hearing for theRight to Life Act of SC in the Constitutional Laws Subcommittee of the House JudiciaryCommittee. [The bill failed by a vote of 4 to 1 in April 2001; the bill passed by a vote of 2-0 in April 2004; and then failed the next week in the full Judiciary Committee in April 2004]
There is also an identical Senate "companion" bill (S.111) sponsored by Senator Mike Fair (R-Greenville). As of 2/3/05, there was a total of five co-sponsors. See link to text of S 111 at www.christianlifeandliberty.net
These are the names of the 3 SC Senate members who are co-sponsors of S.111:
Sponsors: Senators Fair, Bryant, Grooms, Thomas and Verdin [5 total]
If you would like to help lobby your SC Senate member to co-sponsor and vote for this bill, contact your SC Senator by phone, fax, e-mail, postal mail, or personal visit, and ask him to sign on as a co-sponsor (there are 26 Republicans and 20 Democrats in the 46-member SC Senate).
If you need the name, address, e-mail, or telephone number of your SC State Senator, go to:
SENATE MAILING ADDRESS: You may also write any Member of the Senate at: Post Office Box 142, Columbia, S.C. 29202-0142
Below are key excerpts rom the text of the "Right to Life Act of South Carolina":
Whereas, Article I, Section 3 of the Constitution of the State of South Carolina, 1895, guarantees that no person may be deprived of life, liberty, or property without due process of law or denied the equal protection of the laws; and
Section 1-1-320. The right to due process, whereby no person may be deprived of life, liberty, or property without due process of law, and the right to equal protection of the laws, both of which rights are guaranteed by Article I, Section 3 of the Constitution of this State, vest at fertilization.
