Jackson, MS / February 17 – Personhood Mississippi, a citizen-led grassroots organization, submitted over 130,000 signatures late yesterday, becoming the fourth ballot initiative since 1992 to fulfill the requirement of 89,285 voter signatures – 17,857 per Congressional district.

The signatures were collected in order to put a Personhood amendment on the ballot, affirming the personhood rights of all humans.

105,000 of the submitted signatures were certified as valid by 82 different County Circuit Clerks. The abundance of signatures broke the state record for signatures in every other initiative in Mississippi history.

Comprised of all volunteers, Personhood Mississippi laid claim to over 2,000 volunteers and over 1,000 churches.

[ State of Mississippi's ] Lieutenant Governor Phil Bryant was present at yesterday’s press conference, helping to turn in the boxes of completed petitions.

“Despite the superfluous restrictions set before us, the people of Mississippi have spoken. With God’s blessing we have made history and exceeded the signature requirement by tens of thousands,” stated Les Riley, sponsor of the Mississippi Personhood Amendment. “In the next few days, we fully expect Secretary of State Dilbert Hosemann to approve our amendment, as we have exceeded all requirements by the State of Mississippi.”

Once each district’s signatures are verified, the amendment will be placed on the November 2011 ballot.

Comprised of all volunteers, Personhood Mississippi laid claim to over 2,000 volunteers and over 1,000 churches.

Ballot push seeks to challenge Roe v. Wade

Les Riley stood on the steps outside the secretary of state's office Tuesday with his 22-month-old adopted son in his arms and told a small, enthusiastic crowd that "the state of Mississippi is fixin' to educate the Supreme Court" on the rights of the unborn.

Declaring this a mission for God, Riley and his supporters delivered 105,167 certified signatures to get a constitutional amendment on the 2011 ballot asking voters to define life as beginning at "the moment of fertilization."

If the signatures add up in an official count, Riley's group will claim the third constitutional amendment to ever make a Mississippi ballot.

Riley, a father of 10 from Pontotoc, called the petition drive a "direct challenge to Roe v. Wade."

Riley's goal is to overturn the 37-year-old decision - among the most controversial rulings in the court's history - that even conservative [ sic ] Supreme Court justices have left intact through the years.

"Father, you don't need the Supreme Court; you don't need the Legislature. You need people who love Christ," Riley said. [ prayed ]

As he led the group in prayer, a small girl clutched her baby doll and other attendees bowed their heads over posters - some of which depicted graphic images of aborted fetuses. [ babies ]

Riley's baby, Josiah, nuzzled his head against dad's shoulder.

The nonprofit Personhood Mississippi is the 26th group to attempt to get an initiative on the ballot, Secretary of State Delbert Hosemann said.

Of the 25 past attempts, only two made it to the ballot. Both were related to term limits for lawmakers and both failed to gain voter support, Hosemann said.

Hosemann, a Republican, joined the rally on the front steps of his office before heading inside to officially collect the signatures, delivered in several cardboard boxes.

"Out here," Hosemann said, "I'm just another person that signed this petition."

Numerous other Republican politicians emerged from the Capitol across the street to join the rally.

Lt. Gov. Phil Bryant said when he first ran for public office he prayed for the chance to make a difference - beyond debating budgets and hunting laws.

"I want to end abortion in the state of Mississippi," Bryant said.


Bryant, a likely gubernatorial candidate in 2011, said his support of the ballot initiative has nothing to do with politics.

"That's the silliest thing I've ever heard of," he said.

In what promises to be a heated election year, the initiative is likely to bring out conservative voters if it makes the 2011 ballot, as is another one that seeks to implement a voter ID law in the state.

Republican-led efforts to require a form of identification at the voting booth failed last year in the Legislature.

Last week, supporters delivered enough petition signatures to take the question to the voters.

Voter ID would mark the fourth question to make a Mississippi ballot if the signatures are verified.

The personhood initiative would be third and voter ID second because the process for the anti-abortion amendment began first.

Initiatives similar to Personhood Mississippi's that seek to define life at conception could be on ballots in other states as well.

But Richard Miller of Jackson believes it has the best chance of passing in Mississippi.

"The process could start in this room right here," Miller said of reversing Roe v. Wade.

Earlier this month, Personhood Mississippi filed a federal lawsuit against Hosemann and Attorney General Jim Hood seeking more time for circuit clerks to verify several thousand outstanding signatures.

There is a discrepancy in the interpretation of the law as to whether the group has one year to collect signatures, or one year to turn them in.

The lawsuit seeks to clarify a 1996 Mississippi attorney general's opinion that says the one-year turnaround time also includes the names on the petition being certified by circuit clerks around the state.

Hosemann said that case will be moot if Personhood Mississippi turned in enough signatures Tuesday.

Getting an initiative on the ballot requires a minimum of 89,285 signatures, with at least 17,857 coming from each of the old five congressional districts that existed in the year 2000.

JACKSON / Christian Newswire / February 15 – Personhood Mississippi is holding a press conference to announce the number of signatures collected for the personhood amendment, followed by a victory rally to submit the gathered signatures. With the help of over 2,000 volunteers and nearly 1,000 churches, Personhood Mississippi is expected to present well over the number of 89,285 required by the Secretary of State’s Office.

“February 16 will be an historic day for the state of Mississippi,” affirmed Personhood Amendment sponsor Les Riley. “The people of Mississippi have made a clear statement with their signatures – it is time that all humans are valued as people, not as property.”

Personhood Mississippi encountered a complication when it appeared that the County Circuit Clerk was discounting valid signatures due to time constraints, necessitating a lawsuit to ensure that every voter’s signature was certified. The Personhood Amendment signature campaign is awaiting a ruling on the first phase of the legal challenge, yet due to a State of Emergency in Mississippi and time needed to review the case, Personhood Mississippi is allowed to submit the signatures Tuesday, February 16.
Lieutenant Governor Phil Bryant, who assisted the campaign, will be in attendance as Personhood Mississippi submits signatures to the Secretary of State’s Office.
